The French Tax Office is collecting money for a tax called Prelevements Sociaux , could you explain why and what these represent please ?

Prelevements sociaux are effectively social security contributions  within the meaning of  EU social security regulations .  They are collected by the French Tax Office from French Residents and non-French Residents alike in connection with capital gains , rental income generated from a French property ,  and on other investment income .
